$400k to prevent stoned driving?

Colorado recently received a $400,000 federal grant to educate citizens on stoned driving and to train officers in detecting stoned drivers.  Leaving aside the fact that driving while stoned is illegal and the sale of marijuana is illegal under federal law, why in the world should Colorado receive $400k for this.  Save the money and have the officers watch this.
